Expression of Interest – Patient Safety and Quality Executive Committee

Closing date: Close of business Wednesday, 17 April 2019

Clinical Excellence Queensland

Clinical Excellence Queensland is recruiting two consumer representatives to join the Patient Safety and Quality Executive Committee (PSQEC). Consumer representatives with an interest in contributing to patient safety and quality, and assisting the Queensland Department of Health with enhancing the statewide perspective, are encouraged to apply.

Clinical Excellence Queensland’s Healthcare Improvement Unit (HIU) works collaboratively with Hospital and Health Services to explore and implement new and innovative models of care which improve access to healthcare. We work closely with clinicians and health service managers to improve the capacity and efficiency of public hospitals in Queensland. Supported by these partnerships, HIU assists local services to secure funding, develop policy and promote the implementation of effective strategies which enable better outcomes to be delivered for local communities. HIU also leads clinical engagement on behalf of the Department of Health through its Clinical Networks and the Queensland Clinical Senate.

Purpose

The Patient Safety and Quality Executive Committee provides a system level forum for assessing and continually improving the safety and quality of care to patients and families. The Committee will operate as a Sub-Committee of the System Leadership Team (SLT).

The primary function of the Committee is to lead and promote a culture across the public health system to be patient and family centred, outcomes orientated, supportive of providers, and where continued pursuit of excellence is the norm.

The membership consists of representation from the Queensland Health Clinical Networks, Hospital and Health Services, including Chief Executives and Executive Directors of Medicine, Nursing/Midwifery, Allied Health and Clinical Governance, and Boards, frontline clinical staff via Clinical Excellence Queensland’s Healthcare Improvement Fellowship program, Primary Health Networks and Health Consumers Queensland.

Role of the Consumer

The role of the consumers will be to participate in the Committee’s activities, including the review of papers in advance and attendance at the scheduled meetings. Support will be provided to the participating consumers in an atmosphere of good faith. Consumers are encouraged to speak up and provide feedback and advice based on their lived experience of accessing the health system. Consumers will be supported and encouraged to do so.

Who is this for?

This opportunity would suit consumers or carers with previous committee experience either at Hospital and Health Service, statewide, or Departmental level. Expressions of interest from consumers or carers with an interest in, or experience with, patient safety and quality will be highly regarded.

The committee is seeking representation from two consumes/carers. Ideally one of the two consumers will be rural and/or regionally located.

Time and location

The frequency of meetings is currently being determined, however the PSQEC Terms of Reference state the Committee will meet no less than on ten (10) occasions per calendar year, therefore it is likely a schedule of monthly meetings is anticipated.

The location of the meetings may vary two locations, the Healthcare Improvement Unit at 15 Butterfield Street, Herston, and the Department of Health at 33 Charlotte Street, Brisbane. Parking may be available if booked in advance with the Committee Secretariat prior to the scheduled meetings.

Remuneration and support

Consumers will be remunerated, in line with Health Consumers Queensland’s guidelines.

For consumers based outside of Brisbane Metro, support will be provided with videoconferencing facilities to participate in committee meetings.
